The Indonesian Embassy in Singapore has decided to impose a S$6,000 Performance Bond requirement on employers who hire Indonesian foreign domestic workers (FDWs). This is not a requirement of the Singapore Government. We would like to provide the following advice, for you to make an informed decision:
The Indonesian Embassy may ask you to purchase the Performance Bond guarantee when your FDW is renewing her passport or processing documents at the Embassy.
The Indonesian Embassy may also ask you to sign a new employment contract with your FDW. Once signed, the new employment contract will replace your existing contract, and you will be bound by the new contract terms.
Under the terms of the Performance Bond guarantee offered by insurers: The Indonesian Embassy does not need to show that you have done anything wrong to forfeit your Bond. The Insurer will claim back from you what they have paid to the Embassy.
You should carefully consider the terms of the Indonesian Embassy’s employment contract before signing, and the terms of the Performance Bond guarantee before purchasing it. You should also consider whether you can pay up to S$6,000, if the Bond is forfeited by the Embassy. You should seek clarification from the Embassy if you have any questions.[1].
If you decide not to accept these terms, possible alternatives include employing an FDW from other countries, or employing part-time help, including those on the Household Services Scheme[2]. For such enquiries, you may reach MOM at https://services.mom.gov.sg/efeedback, or call 6438 5122[3].
A letter will also be mailed to you at your postal address. Thank you.
