任何人或单位都无权扣留身份证或护照的，没有人找工作还要交押金。完全是违规违法的行为。公司也有在mom交保证金是公司的行为，不关员工的事。
就算扣护照也得有法律依据，除非员工犯法，法院有权扣他的护照。如果公司怎么怕有损失的话，那就别开公司做生意，或请别人就行啦。
