Hello Agony Uncle, a kind inquiry about deed poll

Hello Agony Uncle,

When I read up on the Internet I found that one can request for a deed poll at a law firm in Singapore for change of name. But I think, supposing he is a SPR, he must complete the change of name in his home country first BEFORE proceeding to any procedures in Singapore. Is my understanding correct? If not, please kindly advise what is the correct or usualy way. Thank you.

He can change his name. If he intends to add a Christian name and he intends to use his new name legally here. However if he decides to change his Chinese name and use the new name there, he should change it in his own country.

So after he changes Chinese name in his own country, and if he wishes to use it here, what he needs is to do a deed poll in a law firm. Please correct my understanding if I'm wrong.
