The photocard licence for citizens and permanent residents of Singapore will be valid for life. You will only need to replace your licence when it is damaged or lost.
Photocard licences for persons who are not citizens or permanent residents of Singapore will be valid for a period of up to 5 years. Validity depends on the expected length of stay for foreigners, e.g. work permit holders, employment pass holders, student pass holders etc.

个人感觉可以打个擦边球
一般上以为离开新加坡了，那么新加坡驾照也就失去其价值了；
是否还可以用来转驾照貌似没有明确的说法，
也没听说过收回一说。
